Since the sourcebook weighs at only 52 pages, there is no sense in making a long review of it so let's keep it short.
As a complement to the Mi-Go information presented in DG, the sourcebook is excellent. It is crammed from cover to cover with pure, unadulterated, mind damaging information about Mi-Go surgical procedures, chemicals, technologies, physiology and even reproduction. Both the comprehensiveness of the information and its quality are impressive and make the book worth getting.
As a sourcebook, I have to call Machinations optional. You won't need it to run a good Delta Green adventure, which says a lot about the quality of DG and Pagan's integrity, but it will give you as the keeper lots of information that is, in the end, entertaining to read.
The big problem this sourcebook is its small size, since some people may wonder about spending $9 in a 52-page booklet. The good side of things is that it is better to shell the cash for a 52 page sourcebook of sheer information than a 100 page fluff-filled issue, but it does leave you with a craving for more.
