The book consists of 47 villains and 7 super villainous teams, ranging from snidely opportunists like Vain Wayne to supernatural assassins like Maurice Endilen. Each character is given full stats, a black and white drawing, and a little sidebar showing how too wedge the do badder into different campaigns.
This book is very well done, A lot of hard work was put into making this book, by a lot of young men and women all over the world (I myself included, for you see, I was he who created Maurice Endilen for this book.). As with any GURPS product, you can use the product with other systems if you want to put some elbow grease into it. The villains range from humorous to frightening, from bizarre too mundane. In this book you’ll see insane space colony bums rubbing elbows with Rabbit herbalists and corrupt Arabian merchants. Foe’s and fiends for any occasion may be found for the book, and even the low point characters can give your high level PC’s a run for their money.
The one small problem is lack of modus oprendi, something needed desperately to effectively use the likes of Control and Isaac Rothchild. The Responsible Government Party seems oddly out of place for this, I mean, I know that there trying to bring about the end of the world, but in the long run they do more help than harm in most cases. In fact, the super villain society’s chapter is where the book really falters. The Alogoi are nifty, but really just a one trick horse, The Argonots only work within the black ops genre, and The Brotherhood of the bloody knife seem to be more likely to avoid confrontation with PC’s than fighting them. But this aside, the rest of the book is still excellent.
All in all, I give this Book a four for substance and style, If you need a villain quick and easy, This is definitely the place to go.
