The game is supposed to emphasize the importance of human beings, there are precious few of them in these scenarios. Humans are only of value in how they relate to celestials. The central scenario in the game requires for certain events to take place- the PCs can't really affect events one way or the other. I give this one a "C." They could've put new superiors in one book, extra rules in another, and scenarios in another book, but they mixed them into one bookŠand it weakens the whole. This book is distinctly averageŠit wou've been better with a scenario that would've allowed for player influence in events, and a scenario that depended less on the relationships that the NPCs had would be nice. It shows off the work that Steve Jackson Games did in writing and playtesting (?), but I question its utility for other players and GMs.
