I bought this originally in August of 1987. It was first printed in May 1987. It is 31 pages long. Includes write ups of 4 NPC heroes, 11 villains, the agents of the villains, cyborg sharks and SWAT Team members. There are several simple maps of 3 separate locations described in the scenario.

The basic setup is that a local hero group is being hunted down by a villainous organization so as to remove them as a threat to their plans. A simple premise by today's standards. Yet this is one of my favorite modules written for any game or for any genre. Each of the NPCs have their strong and their weak points. They have been brought together by leader of the organization VOICE. This is the cause they serve. There is a very small amount of description given to VOICE and to the support group THROAT, although an enterprising gamer could certainly fill in more background for both groups.

In the descriptions of the bad-guys, care seemed to have been taken to create a balanced character that was to fit in well with the rest of the group. To me some seem to succeed much more so than others. Yet each was given some depth to them in the brief write-ups they each receive. There is an illustration for each also. This is not to gloss over the NPC heroes in the scenario. But I feel the more interesting characters are the bad-guys this time around. There is some information and background on each of the surviving 4 members of The Freedom Squad. In addition to the survivors there is a sentence or two about the deceased heroes should you care to create them yourself.

I still consistently use five of the villains of the eleven in my gaming. Be it in Champions or cross-generated in another system, I often utilize these npcs to add depth to my own games. Overall in comparison to current modules and scenarios, V.O.I.C.E. of Doom is a bit simplistic. For ten years ago I remember it was the cutting edge of settings. If you see it in an auction or bargain box by all means I recommend getting it for the characters if nothing else. This was and still is Good Stuff.
