Although White Wolf already released all the Technocracy: books which gave you some good guidelines to play the Techies, GttT gives you a completely scientific approach to the monolithic organization. The book itself is nicely done, explaining all the major concerns on how the Techies explain their "Magick", and how to run one through a point of view that is much more interesting than the lifeless drones depicted through the eyes of any Tradition. It also has a great bunch of new Abilities and Backgrounds to suit the Conventions. Abilities like Microgravity Operations or Energy Weapons make up for a great flavor to your Technocrat character, and the Requisitions background, which lets you request other Backgrounds from the Union make you feel great when depicting a character who is deffinitely not a soulless drone! Taking influence in such characters as Nikita, the Mission: Impossible operatives or even the Ghostbusters, you can build a really interesting PC and kick some ass! And as for running your stories, the mechanics are a lot more simple than those more Mistickally-oriented characters. Even though I still believe the Union is more an enslaving organization than a group of idealists, this book does a great job in explaining the Technocracy motivations, and it encourages the player to create a really interesting character. So grab your laser pistols and your Primium armors... we're going hunting!
