Tired of your standard Superhero RPGs? Want a game where the "Superheroes" are just a LITTLE bit better than normal people? This is the game for you.

The layout is fantastic, with full color pages devoted to the character archetypes and some of the background information. The text is clear and well written, I had no difficulty divining how the system works.

The game system is based upon success tasks made with 6 sided dice. The number of dice you roll is dependant upon your attribute level. You don't add all the numbers together, however. Instead, you keep the highest number rolled on any of the dice. The rolls are open ended, so it is possible to get numbers higher than 6 through rolling multiple sixes. Skills add to the total rolled and let the player have some idea of what they should be able to accomplish at a minimum.

Character creation is an archetype system, with players either selecting premade archetypes, or creating their own "Deltas" using a somewhat point based system.

The most unusual aspect of this system is the superpowers section. Instead of allowing players to pick a whole bunch of powers, each character is restricted to ONE "Package". Each power package gives only one or two superpowered abilities, keeping players from abusing the system, and also ensuring a unified set of powers.

But the main reason to get this game is the background! Wonderful! The super powered characters are known as "Deltas", while above THEM are even more powerful characters known as "Alphas". Think of the difference between a mid range hero and a powerhouse.

There's so much to the background that it's impossible to go into it all, but it's safe to bet that if you like the idea of fighting against an oppresive police state, you'll love it!
