I've been playing FASA's Shadowrun game for three years now. While
this doesn't exactly qualify me as an expert, I'm not new to the
subject either.
About the book though. I've played riggers before and I know that unless you're really having an amazing day you tend to get stuck playing chauffer to a bunch of ungrateful runners. This book actually changes that. The rules were actually done well. There were few if any areas that I felt had been neglected, and overall it was just a really good read. My personal favorite though was the re-designed vehicle creation rules. In the first "Black Book" the rules were vague and sketchy. There was many a time when I ended up arguing over the wording with one player or another. This book eliminates that completely!! The rules are very solid with virtually no room for debate. Also the rules also make vehicle construction faster. In just over an hour I managed to read the rules (for the first time) and create a vehicle (also the first time). The step-by-step instructions are so simple anybody with the ability to read should be able to follow them.
Style: 4 (Classy and well done)
