Self-described as "a lighthearted high-tech high-fantasy" rpg,
this game presents a nearly whimsical setting that can actually
be used for campaign games.
As a plus, it uses FUDGE for the mechanics, making it both easy
to run on its own, or easily interpreted into other campaigns.
(And note it really can be run on its own, being entirely self-
contained with all necessary mechanics supplied.)
I suppose I made it as far as "Adam, the Frog Priest" before outright laughing, so it isn't quite a TOON laugh fest, but this is actually a strength-- it's not a funny book, but a usable one about a very strange world. There are some nice humorous pseudo-quotes on each page, which if you combine them would produce a rather bizarre campaign, but that's another story altogether. Overall, I say it neatly walks the line between serious and funny, thus making it well suited towards serious campaigns that just happen to be in bizarre situations. I'd love to be in a Con game run with this. Meanwhile, I'm trying to figure out if I can use it to run a "Dying Earth" campaign. Lots of possibilities, if you're adventurous. Oh, and nice art, too.
