Tales o' Terror first and foremost is an update book. It's mostly useless unless you have a number of the other books in the Deadlands line; it updates them to 1877, letting the Marshal know how the Great Rail Wars are going, what's going on with the Civil War, and what's happened in various places.
The first section starts off with some rules updates, then proceeds with a Tombstone Epitaph update. Once again, it's presented like an Old West newspaper, which provides good effects for game play, but makes it harder to photocopy portions for players. Some of the information in the Epitaph section comes from a mysterious Southern source called the Sentinel. This gives the book a Southern bias, but as long as the reader acknowledges that it should be easy to avoid. The Marshal's section avoids that. After the Epitaph section the Marshal's section, as usual, goes into more detail about what's actually going on in the universe. If your campaign is going on right now, this is a good investment if you have most of the other books. Otherwise, I'd suggest waiting and investing your money in the other supplements.
