Essentially I am not asking for a completely new set of character generation rules to be contained within The Foundation. What I am asking for is a set of guidelines for creating characters for The Foundation, using the rules in that book in conjunction with the PHB, which is necessary to own before The Foundation is
of use to you, as I made clear in the review itself.
I have included two revelant URLs. The first is for the book itself, whereas the second is for a supplementary set of rules providing exactly what I asked for.

The lack of said material, fundamentally weakens what is already a very shoddy product, as I have outlined in the review.
