A military historian once mentioned to me that the Prussian army (c.1860 or so) used to evaluate officers on two criteria: Smart or Stupid, and Energetic or Lazy. If an officer was Stupid and Lazy, he was sufficient for normal garrison and company duty, but would not advance far. If an officer was Smart and Energetic, they would make excellent staff officers. If they were Smart and Lazy, they tended to make good over-all commanders (with an appropriate staff to accomplish their goals).
The ones to cashier immediately were those officers who were both Stupid and Energetic, because those guys could really wreck a military unit in short order!
