This article feels very empty. While forcing the ethos of Chaotic Evil onto those who do things. This all comes down to interpretation.

Anyone is chaotic evil because they present their beliefs to people, possibly taking steps to make them more forceful.

A shorter thesis would be talking is chaotic evil, or presenting an opinion and informing someone of it's validity is chaotic evil.

Of course, all characters of all alignments speak and argue, sans the mute who doesn't know sign language.

Splitting this statement apart we find that speaking is the chaotic(or proactive) while the evil is based on the speach being something one believes or knows.

So...

Chaotic good speaks total gibberish.
Lawful good does not speak, but acts in non-interpretable ways.
Lawful evil does not speak, but acts in a delibirate fashion.
Neutral characters(of all types) are obviously barely sentient rocks.
