I've seen the Quisling thing work quite well in my experience, as well. Also, terribly. Here's a different idea, though...
The GM tells the PC who would be Quisling all about what to do, as per standard. Tells him to tell no one else, and they pass notes in game or whatever to keep the discourse secret.
Thing is, you tell the rest of the party that he's the Quisling without telling the Quisling that they know it! Of course, the other PCs would have to keep their secret as well. It is harder to trust many people to keep one secret, but hey, it's worth a shot for fun.
This way, when the note-passing starts, it won't be relentlessly questioned, but the Quisling still gets to work hard toward furthering the story and have a surprise of his/her own...
I think if all discretion was kept, when the big secret finally "got out" when IC that it would be something everyone could look back on and laugh about.
Just an idea, I guess.
