1) The Richard Boardman quote says nothing directly about conscientious objectors or pacifists. The connection can only be inferred from the use of "creed" along with class, race, etc. His statements seem more focused on how "less fortunate" citizens "bear the burden of responsibility and risk in the military." A more direct quote condemning conscientious objectors would have been more appropriate.
2) Stunning, though non-lethal, is still violent and can cause as much pain and injury as non-stunning attacks, depending on the technology and technique used. This is not an option for a pacifist.
Otherwise, it was an interesting article.
