You make good points. I find Call of Cthulhu a good example of the change in what we found scary in the past compared to what we do now. In a world where there were darkest parts of Africa and strange occult archaeology, Masks of Nyarlathotep was scary. However Kult, Delta Green, Unknown Armies, Little Fears and Tribe 8 show that times have changed.
Like in John Tynes intro to DG we scare ourselves now. We have leaped forward in our understanding of the external world but still struggle to understand who we are or how we fit in to that world. In Unknown Armies normal people, their obsessions and paradoxes are the cause of the horror. In Delta Green its a conspiracy within our authorities. This is different to the outerspace aliens and different ethnic groups that were the source in Call of Cthuhlu
