Although it looks like a good start, the Active / Passive mechanic seems more than a little suspicious.
Suppose I have a Pilot 10% skill. I can then perform very simple tasks (1% - 10%) with a 100% success rate. But what if, say, I'm landing the plane (10%) and I am distracted by a lovely weather balloon in the distance, which adds 1% to the difficulty. If I understand the mechanic, I must then roll under 10% to land the plane, because 11% > 10%. The jump from 100% success down to 10% success is frightening, and new pilots won't last very long!
Moreover, the system does not reflect that higher difficulty levels
will affect performance. For instance, suppose that I am trying to land the plane using only my right ear and a toothpick. The difficulty could be considered 100%, or maybe even higher. But for some reason, I can succeed if I roll under my 10% skill!? Presumably a novice pilot should not be remotely able to perform this task, much less do it with the same probability as an 11%-difficulty task (as in the first example).
