Why is it that people trust the charts that say "this percent, means this much skill" when they clearly don't make any sense? And then create fairly elaborate mechanics to make them match. Additive modifiers do work as long as you choose the right range of percentage scores. I posted this once in the Art of Game Design Forum, but it is quite appropriate here:

Of course the distinctions BRP makes about what each skill level means are not as bad as those in some systems.
