I've been working on a d20 game dealing with 1800's America. I like Mongoose Publishing's idea for character concepts, which work much like 2nd Ed. Kits. (I highly recommend "The Quintessional Fighter")
Anyways, Here are the advantages I see for the various groups
Northerners: May buy all Rogue skills as class skills, regardless of class, but they tend to be uncharismatic, so -1 to Charisma.
Southerners: Are efficient with all dueling weapons, as well as horse-back riding. Unfortunately, their honor makes them act rashly sometimes.
Westerners: May buy Ranger skills as class skills, but have less starting money
Immigrants: Have strong Morale bonuses, but suffer due to their accent.
Indians: May buy all ranger skills as class skills, and may spend twice as much points to boost abilities. However, they have no serios technology
Negros: +1 to both STR and CON, but are in constant danger of being enslaved or otherwise endangered.
