 Question about Blur

I've decided I'm gonna run a game of this while I'm preparing for my BESM campaign.

Now I know with character creation you're just generally supposed to let the players have a go at it and make up the character they want. and obviously it'd be bad if one guy had all fives sure he'd probably generate a bunch of bad karma, but is there any other kind of balancing factor for creation you can suggest?

I was thinking something like only being able to have 20 points plus any traits you take at 1 give you an additional point.

I know it gives a little more complication, but I know the people I play with... "Sure my character has 5 ranks in Gun Fu and is a world class martial artist and olympic athlete acrobat and sprinter plus he has more money than god so of course he's also going to have 5 in sneaky ninja, FBI contacts, ad is going to use a pair of laser pistols." Sure I could just say, you're not playing, but I'd still like some external balance.

or maybe they can only have one thing at 5, 3 thing at 4, 3 things at 3 or something like that? I dunno/
