Beyond my objections with the "lack of drama" in 3rd Edition, which I can not for the life of me, despite four campaigns, two of them as the DM, verify, there is a flaw in your "and weapons don't reward style argument."
No, Legolas is not punished for using a dagger rather than a long sword. If one looks at the dice, and does some basic math for Legolas, using two daggers, the statistical damage is slightly higher and the minimum damage is ALWAYS higher for him. Perhaps it is not the system, but the players that lack the imagination and style you are looking for? Like so many problems in the computer world, the fault may be between the screen and the chair.
