While not a perfect solution (The fluff is still there), I really enjoy the technique used by Games Workshop in their tabletop gaming rulebooks (which fluff, BTW, is in-depth enough to actually roleplay in their world with only a little effort - I don't like their world-based RPG's, though.). Okay, that was the gratuitous plug for GW. Anyway, they give the core rules. All of them. Very little fluff. Then, they give the fluff, for those simple-minded enough to read it (i.e. me). That way, the fluff is there for those like me who enjoy immersing themselves in a new environment, without getting in the way of those who just want to play a strategy game. One more thing I noticed about it, though, was that all the fluff is at the back, out of the way. And it tends to be a bit deeper than that described by the author.
