A couple suggestions...

Longest Rap Sheet: The main problem here is that Irritating Dogs is a valid, easy way to win. And who in prison wants to say they're there for Irritating Dogs. So, to spice it up, crimes worth less than 4 points only count as 1/3 of a crime.
