Random idea. As most people with an interest in conspiracy theory know, J. Edgar Hoover was a transvestite. (Given his appearance, this is somewhat disturbing to me, but I ain't gonna argue with history.)
Anyway, while this behavior is still considered abnormal by the US culture, there are plenty of cultures where men who dress in women's clothes actually have special status and/or powers. (Look up "berdache" in your favorite resource.) There are also certain branches of Hermetic theory (IIRC) which seek the reunion of the male and female principles in one body.
Therefore, what if J. Edgar's little secret was not, in fact, sexually/psychologically driven, but was part of a quest for greater magical power?
