This reminds me a lot of the made-for-HBO movie "Cast a Deadly
Spell" which featured a late-40s Hollywood with everyone
using magic except for the straight-laced private eye protagonist,
Phil Lovecraft.
It's a nifty idea, and one I might even suggest to my players (we're
currently at the stage of deciding what genre/setting we all would
prefer). I certainly wouldn't use D&D for the system, though. Here
are some alternative system ideas.
CoC: has the time period nailed, but you'll need a fluffier magic system to work with the premise. Maybe one of the magic systems from Runequest could be imported, or you could use Dreamlands magic,
though that still wouldn't be quite right here.
Fudge: use the Gramarye for a nice pseudoscientific magic system. There's at least one Fudge CoC conversion on the net, and plenty of stuff out there on period firearms, etc.
GURPS: I despise the GURPS system, personally, but I've got to admit that it's got all the elements you'd need for this setting. If you wanted to use a better-than-D&D system while still doing the minimum of system design yourself, GURPS might be the best choice.
I'm sure other people will chime in with system suggestions as well.
