I'm all in favor of making new game systems. I should be, as I'm making my own (<a href="http://kuoi.asui.uidaho.edu/~kamikaze/Phobos">Phobos</a>), and I know how hard it is to not design new systems when you have the urge.

But if you're in a genre where there's a lot of competition, and the genre has been done really well already, you should try to license. As you noted, BNW would be a superb Fuzion or Champions sourcebook. As a standalone game, I haven't bought it, and won't, because it's not worth my time to convert everything out to a system I'll actually use.

If you wanted the super-fast character creation system, you could then even include template powers, already built with the standard power system, while advanced players could just build whatever they actually wanted in the system.
