 Balancing Act

Of all the super hero game systems I've read over the years, my favorite has to be Marvel Super Heroes (the old one, not that new knock-off trying to act like it). It wasn't that well balanced for normal people and skills, but it allowed the variable levels of powers quite nicely with only a single table.

Still my favorite after all these years.
