The Voice is not especially mystical from the B.G. point of view; something explored extensively in later books in the series. As a psychologist, Herbert certainly had some insight into this.
The B.G. just used existing instincts and habits of the human race (the only constant throughout the Imperium, & remarkably changed in the spice-junkies of the Guild) as a lever to move people; rather like using a cat's tail to swing it as a club (and equally moral, I opine.)
Simply put, the "Wierding Way" demanded that the practitioner use their opponents as weapons. Bound in the 'thopter by Harkonnens, Jessica suggested one of her 2 attendants "There's no need to fight over me," in such a tone as to remind them of their own lusts & divisive greed. Both realized that the other would want to rape her first (being naturally aggressive & suspicious in that priapic state),
& the Harkonnens knock heads.
The Voice is a far more potent weapon than blasting through walls with amps that go to 11; it can be used to seduce, repel, befuddle, or even sicken.
Now, THAT'S power.
