If you are asking a question as abstract as "Are RPG's art?" then you had better start with "What is art?" As for that question, well, there are a multitude of answers, none of which are better than the others, none of which are particularly useful.
The bottom line is that people do what they do. A person who likes to write will write. Whether its for self-expression or part of an involuntary assignment, people write. The same is true for drawing, sculpting, etc. Is it art? Who cares? There is no one definition of art that suits all people. A person who draws may lack talent, creative vision, formal training and a clear sense of what he is creating....is it art? Who cares as long as he enjoys the proccess.
