Of course they are.

I go by Scott McCloud's assertion that something is "art" when it doesn't serve purposes of survival (sustenance, protection, shelter, etc.) or reproduction (attraction or keeping a mate).

Just like creating a guitar is art, and playing a guitar is art, so too is crafting or playing a game.
