Y'know a lot of the work you mention in starting up a LARP does apply to LARP campaigns, but rarely to one-shots.
Typically, a one-shot is not part of a continuing campaign, and is often run at a convention. Sometimes, they can be as short as four or so hours and have all the characters written ahead of time. You don't even really need a plot committe for that.
I've written numerous one-shots (and campaigns). The main advantage of one-shots, besides being easier to write and requiring less overhead, is that you can re-run them with no additional writing or plotting needed. I have some one-shots that I've run upwards of 15-20 times.

Most local gaming conventions are often willing to allow one-shot larps but often don't understand the facilities needed to run them. They will often try to put you 20+ player game at a table in the RPG room. Also, it can be devilishly hard to attract players to LARPs in gaming conventions.
