Reading this, it occurs to me that only A & D are the parts of the plot that grab players' attention. Consider:
We need to rescue the Pixie Queen or ...filler opponents/obstacles... will Poison the Water Supply!
So you're hoping that either your players care about the Pixie Queen, or failing that, the Water Supply. And not "well, I hate to see regicide, anarchy and all that" or "gee, everyone needs water, anarchy and all that", but really cares, or else you might as well just go grab a published scenario and save yourself some work.
So this doesn't seem all that great. It was probably just all tongue-in-cheek and I missed the joke.
