I remember reading something along these lines years ago, but I never put it to use. It's probably an amagamation of ideas from a variety of sources.
My thought is to let the players make their characters independenty of eachother, and start the first game literally in the middle of a fight (in media rei ?SP?) and instead of answering questions about why they are in the fight, or where the fight is, or what their relations are with one another, to return each question to the asking player.
"Where are we?"
"I don't know, bob, Where exactly are you?"
If it works, I could let the players pretty much define the entire campaign, including the world.
The trick is that I can't just sit back and be lazy about it. There has to be a certain minimum amount of information for me to work with, and I'll probably have to expand on things thrown out by the players. The most important thing is to keep things balance and coherent. If one player decides that they are fighting 'starpatrol' another player can't announce that he's fighting 'space mafia', unless I want a big, mixed melee.
The ultimate expression of this would be for the players NOT to realize what I'm doing, at least most of the time. It's easier if someone askes
"are we in a Bar?"
then
"where are we?"
If he thinks he's in a bar then yes, he is.
That would be the ultimate in 'low information' backgrounds I think, the No information background...
