Time limits are fun.
For my W:TA game I had each combat round begin with the pack alpha rolling charisma+leadership diff 7. Each success gave the pack 30 seconds to discuss pack tactics. When the time ran out, the players ahd to stop talking and the pack alpha would then point at a player who could all his action.
Added a certain tension, and played up the pack-based nature of werewolf. Players seemed to enjoy it too.
