Putting the theme before the story is like putting the cart before the horse. It's generally a bad way to start a story, and therefore a bad way to start an RPG.
That and there was no mention here of the counter arguement. This is the opposite of the theme that is being used in the story. A story must reflect the counter argument or else it becomes diadactic. To prove your point, you must allow the counter idea to prove it's own case, and prove it strongly or else the theme will come out flabby.
