That statement reminds me of the questions regarding deployment of ACPA's in Cyberpunk (powered armour suits introduced in 'Maximum Metal', one of the best supplements I've ever purchased for any game system) - is it a super-powered infantry soldier, or a really really small tank? Fortunately, they mostly just turned out to be McGuffins, and were fought _over_ rather than fought _with_ or _in_ in most of my games.
Back to the land tanks. I particularily love the image of steam-powered Battlemechs, wheezing and smoking up the joint. Maybe a story of Jack the Ripper stealing one and smashing through London, with Sherlock Holmes hot on his trail, finally strapping new-fangled steam-powered automobiles to the walkers' feet to gain an edge in speed... (...wow, that may be the single geekyest thing I've ever said, and that is saying a lot)
Nevertheless, I stand by my steamy-mech in an urban jungle idea. Hmmm...maybe a turn-of-the-century Analytical Engineer storyline in Mage...hmmmmmm......
