 Why is GURPS a 'System Doesn't Matter'?

I'm wondering why you've included GURPS in the 'system doesn't matter' camp. The rules favour a 'simulationist' style of play with such strong emphasis on game mechanics that I would think they qualify for 'System does matter'. Doesn't GURPS impinges a flavour of its own on a game, even if it covers many genres, because the players/GMs are thinking about how the rules model the setting, or how to model the setting with the rules?
