 Car chases - hard to engineer?

My group of players has successfully defused every chase scene I've tried to start over the past ten years. They always come up with some way to stop the thing before it gets started. Things like:

- Shooting the driver
- Shooting out the tires
- Shooting the motorcycle engine
- Popping a flashbang in front of the car

You get the idea. I could put the bad guys in an ARMORED TANK, but I could probably only get away with that once. I'd be interested in hearing other folks' solutions to this problem.
