Instead of miniatures, our group uses the following when the layout of the place and character positioning are important:
The GM draws his floor plans on paper with a 5mm grid (available in all civilized countries - sorry, UK...). We usually use 5mm on the plan = 1m in "reality", but different scales are certainly possible. When the plans are needed, he puts them on a block of styrofoam (a cardboard box will do as well in a pinch).
Now the players place their characters by sticking pins into the plan. The GM does the same for the bad guys. The PC's pins have actual flags with different colors or even symbols (the flags help determining the facing of the PCs), while for NPCs and monsters simple pins will do (with different colors for different types of creatures).
This method might not look quite as good as miniatures, but you can use it with far smaller scales - and you don't have to worry if you don't find an appropriate miniature, either...
