 Themes not rules

It's the themes in the games that matter to me more.

V&V was a delight because it was generic. No predefined heroes (as far as my players were concerned). Similarly with champions.

MSH, AMSH, SAGAMSH, DC Heroes all fall down in this regard because you inhabit a predefined universe. Now, we know we can bend and change the rules but it's hard to instill a sense of "you must do this or the world will end" when there are planet-toppers like Superman waiting in the wings. As a result, when playing MSH, we moved our game to the nightmares of futures past storyline in order to avoid the establishment.

Now, I'm also writing my own SHG but examining themes that I want to look at and only including powers that I think *work*. It's not going to be for someone who wants a character with superstrength, magic, psionics, growing abilities and immunity to scarves but it'll reflect what the game should be about. Good versus evil. Vigilanteism is illegall but is it wrong? Due process? Judge, jury and executioner?
