I agree with some of the points made here. I always prefer my group having some reason to work together other than the inevitable meeting a contact in the local club and getting a job. My answer was Nomads.
R. Talsorian put out an excellent sourcebook for Nomads called Neotribes. The players had a very definite reason to work together. Many had children and wives and brothers and so on. They were motivated by more than greed and sensationalism.
Cyberware was kept to a bare minimum by the fact that Nomads reject them as a rule. Nothing is worse than Joe-Cyberpsycho's cybergun going off during dinner killing a child or something. I ran a 7 year Nomad campaign and enjoyed the hell out of it.
