Well, it's an interesting approach, but personally if I wanted to run a narrative-style game like that I'd probably drop all of the dice rolling entirely and just say something like "The player gets to describe the results whenever they want to. It sticks unless the GM objects or another player uses one of their set of X vetoes". I think all of the probability stuff about whether or not to risk your dice would actually detract from the narrative.
